There is neither a single party nor a single newspaper that has not talked about the spectrum scam in these days. The Comptroller and Auditor General of India (CAG) has charged a loss of 176, 00,000 crores to the exchequer due to gross under selling of spectrum, a public property, to the corporates. The CAG has also submitted the list of corporates who are benefited from due to the under selling.
The Central Bureau of Investigation (CBI) is supposedly probing the irregularities of the sale to determine whether Minister Raja and his officials took bribes from the corporates and where the bribes have been invested. The CBI has even raided the offices of Nira Radia, who acted as a power broker for Tata and Ambani. But, it’s not ready even to look at Tata, Mittal, Ambani, Videocon and unitech, the real beneficiaries of the scam. These corporates are the ones who have captured spectrum at a dead cheap prices by bribing Raja and giving commissions to Radia. Raja and Radia may have made some crores, but the real culprits are the corporates who reaped the fullest benefits of the scam, and this is an open secret.
People like Subramanya Swamy, Cho.Ramaswamy, Jayalalitha or BJP, who raise a hue and cry over the spectrum scam never open their mouth against Tata or the other corporates. They don’t demand for a probe against Tata or to cancel the spectrum licenses. Not only Jayalalitha, but even DMK, which stands exposed and naked in front of the public is also not ready to mention Tata or Ambani. The opposition parties portray the scam to be the making of the Congress or DMK to hide the burglary of the corporates. They protect the corporates, the real criminals of this scam, by touting this as yet another burglary of the Karunanidhi family.
People get vexed at the increasing crores in various scams. They think the scam money is shared among some people and vent their anger by cursing them. However, not many know that the money is robbed from us only! For example, Tata has bought the spectrum license for Rs.400 crores from the Government and sold it to Docomo, a Japanese company, for the huge sum of Rs.12, 000 crores! Docomo, in turn, charges us with hefty mobile bills to get back the 12, 000 crores along with huge additional profits. It’s we, the common people, who will bear the loss of 1, 76, 00, 000 crores through top ups of Rs. 10 and 20, and thereby helping Tata and Ambani become richer. This way the corporates milk the people to take back the bribe they threw to Raja and other bureaucrats, while the Government happily hands over things to the corporates and levies the common people with new taxes to fill up the losses it suffers in these deals.
It’s not just the spectrum sale. Why is the Karunanidhi government giving Rs.650 crores as grants to Nokia, which has invested just the same amount in Chennai? The government says it is to increase cell phone usage. Why did Jayalalitha hand over the Thamirabarani water at the rate of 1.3 paisa/liter to Coca-Cola, which sells the same one liter of water to Rs.13 ? Why does the Indian government sell iron ore at the rate of mere Rs.27/ton while the international prices are around Rs.7000/tone? They say it is to increase foreign exchange. Why does the Chhattisgarh government drive out the tribal people from more than 500 villages and hand over the lands to the Tata mining corporation? Why has Modi given away so much freebies to Tata? Interestingly, the freebies are even more than the production costs of the Nano car! The ballot-box parties justify all the above plunder in the name of ‘Development’. Raja also justifies the spectrum scam by saying that the cheaper rates given to corporates are done with the ‘noble’ objective of increasing the cell phone services.
“Opening the lakes, rivers, mountains, forests, fertile lands, public sector units and harbors to facilitate looting by coporates will only develop the economy, increase the employment rate, and elevate the respect of India in the world’s eyes” seems to be the only policy propounded by all parties. Raja follows the same. Hence, this policy of corporate loot is not implemented illegally, but only with legal sanction, and no political party, be it Cong., BJP, AIADMK or DMK is against this policy. This policy of Liberalization-Privatization-Globalization (LPG), which is portrayed as the policy for national development, is in reality, a betrayal of the nation.
From 1990s, since the time privatization policies started getting implemented vigorously, the number of scams has also increased. The number of zeros in the scam amounts has also increased. The net worth of corporate capitalists has also increased in crores and crores. International research firms opine that the amount of this plunder in the past 20 years is much bigger than the 200-year-long loot of the British Empire in India. But, has anyone been punished andany of their properties seized? NO. Rather, the accusation of scam is only being used as a trump card for the political parties to capture power in elections and spectrum scam is also being used in the same way.
Karunanidhi captured power by highlighting the loot of Jayalalitha during the years of 1991–1996. He filed dozens of cases against her. One of the cases filed against her was for amassing wealth amounting to 66 crores, which was disproportionate to her income. This case alone is sleeping in Bengaluru high court for the past 15 years. If 15 years is not enough for 66 crores, then do the math for 1.76 lakh crores. When all the loots have become legalized, how can we fight in courts and per which law?
When loot is the law, seizure can only be the justice. The US has occupied Iraq to loot the oil wealth. The ‘corporate-ballot-box’ nexus has handed over the wealth of this land to multinationals without the need for military occupation and has also been successful in getting their share of crores and safely depositing them in the Swiss bank lockers. What is the difference between these bandits and the US?
The US fears Iraq as the people up in arms there. But here, does Raja, Azhagiri or Maran fear losing elections? Even if they lose the elections, the appropriated wealth will be enough for them for another 100 years. They will keep on counting the currency notes until when we continue to think that they can be defeated through elections.
The entire country knows the truth that no politician can be punished through elections. And, it’s a truth that we have realized through experience. But, it’s only Naxals who have imbibed this truth and have adopted it as a policy. Hence, until we fear to fight, the looters will continue to have free hand, and until we fear jail, we can never confine them in jails.
Let us march forward in the Naxalbari path to fight and bring the scamsters to the streets, try them in people’s courts, punish them, and seize their properties and make them public!
